( Sim Card must be activated and has pre-paid minutes available).  System search for wireless signal from the activated SIM Card  GSM light flashes (RED).  GSM light off if wireless SIM Card signal is unavailable or signal is weak.  Programming functions cannot be performed when GSM light is OFF.  GSM light stays ON (RED) & steady when wireless SIM signal is available.  Proceed with all programming function of the system when GSM light is ON and steady.
