Once the handlebar is at the desired height,simply tighten the lever as described above. You can change the angle of the handlebar by loosening the handlebar stem binder bolt(s),rotating the bar to the desired angle, re-centering it and re-tightening the binder bolt(s) tight enough so that the handlebar can't rotate inside the stem clamp.
